Introduction

Kepala Seksi Rekrutmen dan Pelatihan will lead the talent acquisition and learning function for a fast‑growing organization headquartered in Jakarta Timur. This senior HR position is pivotal in shaping the company’s workforce strategy, ensuring that the right talent is attracted, hired, and continuously developed to meet ambitious business goals. Reporting directly to the Head of Human Resources, the incumbent will operate at a strategic level while also supervising day‑to‑day operational activities across recruitment, onboarding, and training programs.

Responsibilities

  • Design, implement, and continuously refine a national recruitment strategy that includes mass hiring campaigns, executive search initiatives, and talent‑pool development.
  • Establish and nurture partnerships with schools, universities, job portals, vocational training centers (LPK), and external staffing agencies to create a sustainable pipeline of qualified candidates.
  • Monitor and guarantee Service Level Agreements (SLA) for workforce fulfillment, ensuring recruitment targets are met on time and within budget.
  • Conduct comprehensive Training Needs Analysis (TNA) each year, translate findings into a detailed annual training plan, and secure the necessary resources.
  • Develop and facilitate both internal and external training programs covering soft‑skill (communication, leadership, teamwork) and hard‑skill (technical, compliance, system) competencies.
  • Collaborate with professional training institutions and freelance trainers to deliver high‑impact learning experiences.
  • Lead a small team of recruiters and training coordinators, providing coaching, performance feedback, and career development opportunities.
  • Utilize HR analytics to track recruitment funnel metrics, training effectiveness, and employee retention, presenting insights to senior management.
  • Ensure compliance with local labor regulations, company policies, and diversity & inclusion standards throughout all talent‑related processes.
  • Act as a change agent, promoting a culture of continuous improvement, agility, and data‑driven decision making within the HR function.

Requirements

  • Male candidate, maximum age 30‑35 years.
  • Minimum S1, preferably S2, in Psychology, Human Resource Management, or a related field.
  • 3–5 years of progressive experience in Human Resources with a focus on recruitment and training, including at least two years in a managerial or supervisory role.
  • Proven track record handling mass recruitment drives, executive search projects, and structured employee development programs.
  • Strong leadership qualities: ability to motivate teams, enforce discipline, and maintain high ethical standards.
  • Excellent communication skills, both written and verbal, with a talent for building strategic partnerships.
  • Highly analytical with solid data‑analysis capabilities for workforce planning and training ROI evaluation.
  • Problem‑solving mindset, adaptable to fast‑changing environments, and capable of performing under pressure.
  • Residence in Jakarta Timur or surrounding areas is required for daily commuting.
  • Proficiency with HRIS, applicant tracking systems (ATS), and e‑learning platforms is a plus.
